This section belongs to the Secret Annex of the Treaty of Friendship and Alliance between Bulgaria and Serbia.

What Happens If Turkey Becomes Unstable

If trouble starts in Turkey that threatens the national or state interests of either Bulgaria or Serbia, the following steps must be taken:

Step 1 One Country Proposes Military Action

If one country believes it is necessary to start military action, it must tell the other country and explain why.

Step 2 Discussion and Agreement

The two countries will then discuss the situation.

If the second country does not agree, it must explain its reasons.

Step 3 If They Agree to Act Together

If both countries agree to act, they must tell Russia about their decision.

If Russia does not object, then military action can begin.

Step 4 If They Do Not Agree

If there is no agreement, both countries must ask Russia for her opinion.

Russia’s decision is final and both Bulgaria and Serbia must accept it.

Step 5 If One Country Acts Alone

If there is still no agreement and one country chooses to act alone, it must:

Take full responsibility and risk for that action.

The other country must stay friendly and not oppose it.

It must mobilize its army (as described in the Military Convention) and help immediately if another country joins Turkey against the acting country.
