Bulgaria promises to accept the final border line if His Majesty the Russian Emperor, acting as the official judge (arbitrator), decides that the line is fair.
Both Bulgaria and Serbia agree that whatever border the Russian Emperor finds to be most fair for both countries—within the agreed region—will be final.
Informing Russia and Asking for Support
Clause 3 Informing the Russian Government
A copy of the treaty and this secret annex will be sent to the Russian Government. The two countries (Bulgaria and Serbia) will ask:
That Russia support the goals of the treaty.
That the Russian Emperor agree to play the role given to him in this agreement.
Russia Will Decide Any Disputes
Clause 4: Russia as Final Judge in Future Conflicts
If any argument or misunderstanding happens later about:
The meaning of the treaty,
How to apply the treaty,
Or any part of this secret annex or the military agreement,
And if the two countries cannot resolve it by talking, then Russia will make the final decision.
Keeping the Agreement Secret
Clause 5: No Public Sharing Without Permission
Nothing in this secret annex can be:
Shared with other countries, or
Made public,
unless both Bulgaria and Serbia agree, and Russia also gives permission.
